Abstract
The current system of publication of scientific results has been in place since the European enlightenment, some 350 years ago. The state of the art of the review process was established by Nature, in 1967, in which the work may be accepted, considered acceptable with revisions, or rejected. This process involves a small number of reviewers which may lead to biased decisions or incomplete analysis of the contributions. The review process in the computing discipline, in particular, is at a critical stage, best explained by the political dimension of selecting the top 8%-20% papers for prestigious conferences and journals, when much of reviewing is bound to be negative. We aim to decentralize the scientific publication process, make it much more transparent, open, democratic, and reflective of the quality of submissions received, and greatly decrease the submission review time, while at the same time increasing the quality and number of reviews. We wish to introduce the economic principle of competition between journals in the review process in order to make it more efficient and increase its quality and feedback. This will be achieved by enabling authors to submit to pools of similar journals, and have them compete to attain the right to publish the best research.

Biography
Milos Stojmenovic is an associate professor at the Department of Computer Science and Electrical Engineering at Singidunum University, in Belgrade, Serbia. He received his PhD in Computer Science degree at the School of Information Technology and Engineering, University of Ottawa, in 2008 and was a visiting researcher at Japan's National Institute for Advanced Industrial Science and Technology.
